I'd like to put in a good word for Christine Glass's "Love and Poverty" released in 1999. It has a really cool Alt/Pop sensibility to it. No one I know has ever heard of it. The lyrics are accessible to a larger audience, similar to how Switchfoot might write – not a lot of JPMs.

What about Geoff Moore and the Distance's last album Threads? I don't know if it meets all the requirements, but I do know it was pre-1999 and I think it still stands the test of time.

I still regularly listen to "Fantastic Distraction" by Dimestore Prophets. Does anyone remember that album? It's one of the few non-Over the Rhine albums from my mid-90's music collection that I still get an itch to listen to.

I LOVE Bryan Duncan. Who else has that soulful voice that carries so much emotion and angst? So many of his songs just blow me away.
The new Neho Soul project is just months away from being available and I can't wait to get my hands on it. I love that cool R&B, soul that just seems to flow from a fountain somewhere inside this guy.
I've been reading his "noodles" --his journal entries to Club 440--and they blow me away...so deep and insightful, sometimes acerbic, and very raw and honest. You don't get that much these days with so many "Canned" Christian artists. This guy has seen the dark side and walks in the light with a great deal of vulnerability because of it.
GREAT CHOICE! I also love his Blue Skies album, the Christmas is Jesus album, and the Live from Music City released a couple of years ago. Fabulous live set that pretty much passed under everybody's radar! Highly recommended!

I had the opportunity to see Bryan D and Nehosoul August 26th in Wenatchee Washington State and really enjoyed their new stuff. I have followed Bryan D since 1979 and continue to be amazed by his talent. Watch for his new project "I'm Still Dancin'". Also, I got to the church early and Bryan was outside killin time waiting for his band to arrive and got the opportunity to chat with him before the show.
Yes, a lot of Bryan's best work has gone "under-noticed" but wait for the new project, it is sure to get noticed!

Brian D's whole career is underappreciated! His Last Time I Was Here is even more profound than Mercy -- I could listen to that title track endlessly until eternity and it would not be enough.
The man's a poet.
I'd also add: Lisa Bevill's All Because of You Susan Ashton's Angels of Mercy and Code of Ethics' Arms Around the World
That last one is definitely not on CCM's radar (though the others might be). Still, it's an excellent choice for your 80's time capsule -- technopop and a Monkees cover -- what more could you want?
And yes, the comments have been great. I agree there should be some Allies, though I remember liking Long Way from Paradise; haven't heard that one in years.
